LASCOPA ‘ll Be Empowered to Protect Consumers’ Rights, Lagos Assembly Assures StakeholdersObasa

Lagos State House of Assembly on Friday reiterated its determination to protect the right of consumers within the State, noting the essence of repealing the extant law was to be in conformity with modern realities.

The House made the affirmation during a public hearing on “A Bill for a Law to Establish the Lagos State Consumer Protection Agency, Provide for the Protection of the Interest of Consumers, Settlement of Consumer Disputes and for Connected Purposes.”

The public hearing which took place within the Assembly premises was attended by the various stakeholders who believe the interest of the Lagos consumers should be strictly adhered to.

One of the stakeholders, who is a member of Provision Stores Association of Nigeria, Mr Wuraola Abdussalam urged members of the House to go to the markets and see things for themselves, saying a lot need to be done in addressing the rights of consumers.

Abdussalam who spoke in Yoruba displayed some items to back his claim, adding that he had approached Lagos State Consumer Protection Agency (LASCOPA) over alleged counterfeit products for the past six months to address the complaint of his association.

While appealing to the State Government to come to the aid of Stores Owners Association, he alleged that those items displayed lack any geuineness to guarantee safety for consumers.

He also alleged that it had been difficult for business owners to start up business, saying the interest of 15 percent on loan as given by Lagos State Employment Trust Fund was to high.

In a swift reaction,, the Deputy Speaker, Hon Wasiu Eshinlokun-Sanni who spoke on behalf of the Speaker, Rt. Hon. Mudashiru Obasa said, “We are not here so that you can praise us; we are here to look into your complaints. You can make complaint, should any agency be it LASCOPA or any other agencies are found wanting because we have the power to sanction anyone of them.”

He however cautined Abdussalam over his comment that LSETF collects 15 percent as interest on loans of N250,000 to start up a business, saying he ought to get his fact correct.

The Deputy Spealer explained that no agency of government in Lagos State including LSETF, collects beyond 5 percent as administrative fee.

Also hurriedly speaking over the allegation, the Leader of the House, Hon Sanai Agunbiade said the claim by complainant was not tenable.

Also the Chairman House Committee on Commerce and Industry, Hon Bisi Yusuff came for clarification.

He said, “I’m a good listener. For the clarity of your claim, were you attended to at LQSCOPA or not?”

Abdussalam resaponded in the affirmative and with this response, Yusuff said that settled your case.

Also responding, the GM LASCOPA, Mr Afolabi Solebo admitted, “The man was being economical with the truth. The matter he mentioned had been on ground for long and the manufacturers were invited and they came. Why should he come and tell members of the public that we didn’t handle it well. We ensured that the Manufacturers Association of Nigeria (MAN) and marketers make sure that the products coming into the state are verified as suitable for consumption.

“We attended to him as a consumer, I wonder why he is also here today. Under normal circumstances, some of those products are not supposed to be in the market,” the GM stated.

Earlier, the Chairman of LASCOPA, Mrs Funmi Falana commended the House for the proactive measure in repealing the law.

She however pointed out that all bottled plastic drinks in the State should have their temperature conspicuously displayed for verification.

She also appealed that the Board for the Agency should include a representative of National Agency for Foods, Drugs and Administration and Control (NAFDAC) to be of inherent benefit in guarding against hazardous consumption.

A representative of Iyaloja-General, Mrs Folasade Tinubu-Ojo, Mrs Abimbola Jinadu said clause 28 which deals with inspection should be looked into, saying while on inspection, officers should give prior notice to the leadership of the market especially if it would be an open market.

In the overview of the Bill, the Leader of the House, Agunbiade said, “clause 20 deals with complaint to the Agency. A complaint in relation to any goods sold, delivered or agreed to be sold or delivered, or any service provided or agreed to be provided may be filed with the Agency.

“In clause 21, the Agency on receipt of a complaint relating to goods shall refer a copy of the complaint to the person against whom the complaint is made, directing such person to make representations within a period of 14 days or such extended period not exceeding seven days.

“Clause 27, the the Agency shall not admit a complaint unless it is filed within six months from the date on which the cause of action has arisen unless the complaint shows sufficient cause for not filing the complaint within the stipulated period.”

In clause 28, the Leader explained that an Inspection Officer on production of the certificate of designation could entre any premises for the purposes of conducting an investigation.

The public hearing is to let the stakeholders be aware that we are treating the bill on the establishment Lagos State Consumer Protection Agency. We are glad that most of the invited guests turned up at the event.

The regulation that would come after the bill would specify all the aspects of the bill and it would be in conformity with the criminal adminstration law.

He explained that *the Bill is to further empower the agency and give it more power to implement the law. Everybody in Lagos State is a consumer and it is to ensure that the consumers have benefits for the money they spent. Where they suspect that what they were given is not right, they has the right to complain.

“The law recommends that offices of the agency should be opened in all the local governments and where they cannot handle it they should go to the agency.”

In an interview with newsmen, the Chairman of the Committee, Yusuff explained, “The Bill is meant to protect the interest of the consumers and we will ensure that all the necessary things are done to ensure that the consumers are well protected.

“On the issues of prices of goods and services, we all know what is happening in Nigeria and we know that farmers are scared from going to their farms due to insecurity. So, prices of foods might not come down until security situation improves. Also, prices of good and services are determined by law of demand and supply.”

The Lagos State Internal Revenue Service (LIRS) has reiterated that the provision of FREE West African Examinations Council, WAEC registration for SS3 students in state-funded secondary schools is a vital policy of the Lagos State Government and that free education policy from kindergarten to SS3 is still in operation.

This initiative, part of the THEMES PLUS agenda, is included in the government’s broader efforts to provide essential services such as affordable housing, efficient transportation, free healthcare, youth and small business empowerment programs, enhanced security, and better road infrastructure, among others.

Mr. Ayo Subair, Executive Chairman of LIRS, stated, “It is standard procedure to require a Tax Clearance Certificate (TCC) to access government services. To obtain a TCC, individuals must file their annual tax returns for the applicable assessment year and ensure their tax payments are currently based on their declared income.”

He highlighted that this requirement has been in practice for a long time and aligns with Section 85 of the Personal Income Tax Act (PITA) 2004 (as amended).

It is important to emphasize that every resident of the state, whether in formal employment or not, is required by law to file annual tax returns, declaring their income and paying any taxes due.

This requirement is backed by the Nigerian Constitution, it is also the law, as stipulated in the PITA and part of the social contract between the government and residents.

The Lagos State Government is dedicated to offering quality and efficient services to its residents. As part of this mission, it mandates that all taxable individuals register with the tax authority, submit their returns, and pay applicable taxes to maintain an updated Tax Clearance Certificate (TCC).

Mr. Subair explained that tax compliance is essential for the sustainability of public programs and services.

He noted that requiring a TCC for access to free services is not a new policy but a longstanding practice intended to foster fairness and transparency in using public resources. Tax revenues help fund various public programs that benefit millions of Lagos residents. For informal sector taxpayers, who might not have detailed financial records, the government has introduced a presumptive tax of ₦10,100 (comprising ₦10,000 in annual tax and a ₦100 development levy) to facilitate their inclusion in the tax net.

To enhance convenience and streamline the process, LIRS has deployed staff and agents to markets and schools, establishing one-stop centers where individuals can obtain their TCC without needing to visit tax offices. Flexible payment options, including installment plans, are also available, though full payment must be completed before the TCC is issued.

He also added that the TCC of guardians will be accepted from students who do not reside with their biological parents.

“The aim is fairness, accountability, and sustainability,” emphasized Mr. Subair. “This policy is not about inflicting hardship, but rather ensuring that everyone, including those in the formal sector, contributes their fair share to sustain the provision of essential services.”

By meeting their civic responsibilities, residents play a role in the growth and development of Lagos State, reinforcing the government’s commitment to enhancing the quality of life for its citizens.

LAWMA Intensifies Enforcement, Waste Clean-up Across Lagos

The Lagos Waste Management Authority (LAWMA) has intensified its enforcement and clean-up operations across the state to curb indiscriminate waste disposal and maintain environmental sustainability.

The agency’s Managing Director and Chief Executive Officer, Dr. Muyiwa Gbadegesin, emphasised LAWMA’s unwavering commitment to keeping Lagos clean, noting that the monitoring and enforcement team had been mobilised to ensure compliance with waste management laws of the state.

He said, “LAWMA remains resolute in stamping out illegal waste disposal and environmental violations. Our Environmental Monitoring and Enforcement Anti-Cart Pushers Squad has been actively dislodging illegal waste operators who contribute to the degradation of our environment. We urge residents to desist from patronising them and instead work with registered PSP operators for proper waste disposal.”

Gbadegesin said the enforcement team recently carried out major operations in areas like Ifako-Ijaiye, Dopemu, Agege, Ojodu Berger, and other parts of Lagos, apprehending cart pushers known for collecting waste and dumping it at unauthorised locations, stressing that such activities violated environmental laws and undermined the state government’s efforts at maintaining a clean and livable city.

He warned that ignorance of the law is not an excuse and anyone caught engaging in cart pushing would be made to face the full wrath of the law.

The LAWMA boss further noted that the Authority had also commenced the evacuation of waste from illegal dumpsites along the Lekki-Epe Expressway, particularly behind Circle Mall, adding that the operation, simultaneously taking place at Mile 2 Badagry expressway, would continue in the coming weeks, in line with the agency’s ongoing efforts to clear accumulated waste, remove silt along the median and verges and prevent indiscriminate disposal along highways.

In a separate exercise, LAWMA has intensified efforts to clean up Lagos waterways, ensuring that rivers and water bodies remain free of waste and blockages. The initiative is aimed at reducing environmental pollution and promoting cleaner water channels across the state.

Gbadegesin urged Lagosians to support LAWMA’s initiatives in 2025, by properly disposing of their waste, reporting service gaps, and calling the agency’s helplines for backup waste collection services.

“A cleaner Lagos is achievable when everyone plays their part. We urge residents to work with assigned PSP operators, report waste-related infractions, and adopt responsible waste disposal habits. Together, we can create a cleaner and healthier city for all,” he added.
