FG Budgets N160bn For Civil Servants’ Salary Increase

The Federal Government has budgeted a total of N160bn this year to take care of adjustments that may arise as a result of the planned increase in minimum wage.

The amount is contained in the 2019 budget proposal which was submitted by President Muhammadu Buhari to the National Assembly.

The 2019 budget has an estimate of N8.83tn made up of N4.04tn for recurrent expenditure, N2.03tn for capital expenditure and N2.14tn for debt servicing, among others.

An analysis of the budget showed that the sum of N160bn had been provisioned to take care of public wage adjustment and salary increases in the Ministries, Departments and Agencies of the government.

The amount is captured under the service wide vote in the 2019 budget document.

The N160bn is also projected to take care of arrears of promotion and severance benefits to civil servants.

Apart from the N160bn, the government has also budgeted the sum of N4.5bn for the payment of retirement benefits to former Heads of Civil Service of the Federation and retired Permanent Secretaries.

Also, about N5bn was budgeted for payment of death benefits for civil servants and men of the Nigeria Police Force.

The entitlements of former Presidents/Heads of State and Vice-Presidents is to gulp N2.3bn in 2019 while retirement benefits for former heads of government parastatals are estimated at about N1bn.

In the same vein, the government is proposing to spend N121.6bn on military pensions, N28.3bn on civilian pensions, N7.4bn on police pensions and N50bn on arrears of 33 per cent increase in pension rates.

The Minister of Budget and National Planning, Senator Udo Udoma, had said the government was committed to increasing the minimum wage.

Udoma had while speaking during the public presentation of the 2019 budget explained that already, provisions had been made in the 2019 budget for the wage increase.

He said, “Government committed to an increase in the Minimum Wage. Provision has been made for this in the 2019 budget.”

He said already, a high-powered technical committee had been set up to advise on ways to ensure that the adjustments in the minimum wage could be funded without necessarily increasing the level of borrowings.

He said the setting up of the committee became imperative so as to minimise any potential threat of wage increase on the level of inflation.

He said, “A High-powered Technical Committee has been set up to advise on ways to ensure that the attendant wage adjustments for those already over the minimum wage can be funded without increasing the level of borrowing.

“The committee is also to advise on ways to implement these consequential adjustments in such a manner as to minimise their inflationary impact.

“The recommendations of the committee will be captured in the Finance Bill to be presented to the National Assembly together with the Minimum Wage Bill.”

This translates to 107,588 valid applications for a total of 23,768,724,000 ordinary shares, amounting to ₦231.7 billion. The Rights Issue also shone brightly, achieving a remarkable 137.73% subscription rate with 6,903 valid applications for 4,407,252,795 ordinary shares, totaling ₦40.7 billion.

This strategic capital boost positions Fidelity Bank to meet the CBN’s new minimum regulatory capital requirement of ₦500 billion for banks with international authorization before March 31, 2026. From an initial offer price of ₦9.75 per share during the Public Offer, shares soared to a high of ₦21.15 on February 7, 2025, representing an impressive growth rate of over 116%. This positions Fidelity Bank as one of the best-performing financial institutions in the market, with analysts from Apel Asset Limited noting an impressive 80% return on investment for shareholders who have held shares since 2023.

Market analysts project a considerable upside potential of 28.88%, establishing a fair value of Fidelity Bank at ₦23.15 against a reference price of ₦19.50. Such promising indicators not only enhance investor confidence but also position Fidelity Bank as a compelling investment opportunity within the Nigerian banking landscape.

The funds raised from the initial phases of the capital-raising exercises are earmarked for several key initiatives. This transformative initiative aims to distribute 3,000 3kg gas cylinders with burners to low-income households in Obafemi Owode Local Government, Mowe, Ogun State.


The Waste for Gas project underscores GTCO’s unwavering commitment to improving outcomes for people and communities. By providing households with gas-powered cooking, the initiative simplifies daily routines, freeing up time for essential activities that support financial resilience.

The initiative also introduces a structured “waste for gas” exchange programme that promotes responsible waste management, fostering a culture of sustainability.


The project will unfold in two key phases, ensuring that it reaches those most in need.

In the first phase, teams from GTCO, in collaboration with local government representatives, will conduct door-to-door visits across 12 wards in Obafemi Owode Local Government from Monday to Friday, February 18th – 21st, 2025.

These visits will help identify beneficiaries who currently rely on firewood and charcoal for cooking. Participating households will collect and return plastic waste in exchange for gas cylinders and burners.

In the second phase, scheduled for Saturday and Sunday, February 22nd and 23rd, 2025, efforts will be shifted to monitoring and increasing adoption of the new cooking method among the beneficiaries.
