Dr. Banire is a quick-witted legal luminary who believes justice should not only be carried out but must also be clearly visible to all.
*Early Life and Making of a Brilliant Mind*
Brilliance, as they say, is never an accident. For Dr. Muiz Adeyemi Banire, one of Nigeria’s most respected legal icons and reform-minded public servants, excellence was not something that appeared overnight, it was nurtured early, in the heart of Mushin, one of Lagos’ most misunderstood yet dynamic communities.
Born on October 6, 1966, into the Banire family of Olowogbowo of Lagos Island, Muiz spent much of his childhood in Mushin, where discipline and determination defined his formative years. Even as a teenager, his intellect stood out like a beacon.
This writer reliably gathered that during his secondary school days, the young Muiz displayed a mind of uncommon sharpness. He could read the voluminous science textbook _Modern Biology,_ dreaded by many students within just two days, and then proceed to explain it word for word to his classmates, much to their amazement. He did the same with _Stone and Cozen_ and other demanding academic texts, leaving many in awe of his intellectual capacity.
Reflecting on those years, Dr. Banire often jokes that perhaps it was the early cramming of Arabic language or Quranic verses and rhymes at Arabic school that sharpened his mind. “Maybe it was the Arabic knowledge training that overtasked our brains at such a young age,” he once said with a smile.
Whatever the cause, that early mental discipline would become the foundation of a mind trained for excellence, one that later shaped policies, institutions, and lives across Nigeria.
A man of intellect and conviction, Dr. Banire embodies the ideal of the African professional who believes that Africa’s emancipation lies in the prudent management of resources, visionary governance, and unwavering integrity. Trained as a lawyer and scholar, he combines academic depth with practical wisdom, a blend that has consistently defined his career.
*Educational Background, Service, and Making of a Legal Icon*
Education has always been the foundation upon which Dr. Banire builds his life and career. From the bustling community of Mushin in Lagos State, where he attended both his primary and secondary schools, to the hallowed halls of the University of Lagos (UNILAG), Akoka, Banire’s path was marked by a relentless pursuit of knowledge and excellence.
At UNILAG, he obtained his Bachelor of Laws (LL.B) degree, followed by a Master’s and ultimately a Doctorate (Ph.D) in Law, all from the same institution, reflecting both his academic dedication and intellectual depth. His years at the university not only honed his legal mind but also instilled in him the discipline and analytical strength that would later define his career.
After completing his studies, Banire proceeded for his National Youth Service with the Legal Aid Council, where he was first exposed to the realities of public service and social justice. Following that, he began his professional internship at the chambers of the late Chief Gani Fawehinmi, SAN, one of Nigeria’s most revered human rights lawyers.
It was there, under Gani’s mentorship, that Banire’s deep sense of activism, courage, and commitment to justice began to take root. Working alongside a man known for his fearlessness and unwavering advocacy for the common man, the young lawyer absorbed lessons that would shape his approach to law and governance for decades to come.
Dr. Banire was called to the Nigerian Bar in 1989, and by 1995, he had founded his own law firm, M.A. Banire & Associates, which has since grown into one of Nigeria’s respected legal practices.
While building his firm, Banire also dedicated himself to academia. Between 1991 and 2010, he served as a Senior Lecturer in the Faculty of Law, University of Lagos, teaching Private and Property Law and mentoring countless students who would later distinguish themselves in the legal profession.
His dual career as both practitioner and teacher underscored his belief that the law is not merely a profession but a tool for societal transformation, a conviction that continues to guide his work to this day.
In recognition of his outstanding contributions to the legal profession, Dr. Banire was elevated to the prestigious rank of Senior Advocate of Nigeria (SAN) in 2015, one of the highest honours in the legal community. He was also appointed a Bencher, joining the elite body responsible for upholding ethics and standards within the Nigerian Bar.
Two years later, in 2017, his experience and reputation for integrity earned him an appointment to the National Judicial Council (NJC), Nigeria’s top judicial oversight body.
In 2018, he was nominated by then-President Muhammadu Buhari and subsequently confirmed by the Senate as the Chairman of the Governing Board of the Asset Management Corporation of Nigeria (AMCON), where he served with the same sense of diligence and public purpose that have defined his career.
He has also held key roles within the All Progressives Congress (APC), where he once served as the party’s National Legal Adviser, bringing structure, balance, and credibility to the party’s legal and constitutional frameworks.
*A Man of Principle and Conviction*
Beyond his achievements in public office, Dr. Banire is widely respected for his uncompromising principles and independence of thought. On at least two occasions, he was reportedly offered ministerial appointments by the late President Umaru Musa Yar’Adua and former President Goodluck Jonathan, but he politely declined both offers.
“Honestly, I had reasons I rejected those offers,” he once told this writer, reflecting a quiet conviction that has come to define his career.
When offered another chance to serve under Fashola’s second-term administration as Commissioner for Works and Infrastructure, Dr. Banire opted instead to step aside, allowing others to serve. He would later say, “True leadership means knowing when to leave the stage.”
*Championing Change Beyond Politics*
Beyond his official roles, Dr. Banire’s passion for justice extends into social advocacy. His conviction that every Nigerian deserves equal opportunity, dignity, and respect under the law inspired him to found the United Action for Change (UAC), a non-partisan pressure group and think tank dedicated to promoting good governance, social justice, and civic responsibility.
Through UAC, he continues to push for reforms that strengthen institutions, empower citizens, and encourage a new kind of leadership rooted in accountability and compassion.
“I believe in a society where people are valued and treated equally, where rights are respected and the law truly serves the people,” Dr. Banire once said.
*His Political Journey Defined by Service*
Dr. Banire’s journey in public service began in 1999, at the dawn of Nigeria’s Fourth Republic, when Asiwaju Bola Ahmed Tinubu assumed office as the first governor of the new Lagos State civilian administration. Recognizing his brilliance and political acumen, the young administration appointed him as Commissioner for Special Duties, and later, Commissioner for Transportation, positions through which he helped to shape Lagos into the megacity it has become.
During his tenure, Dr. Banire’s leadership was marked by innovation and a passion for reform. He was instrumental in conceptualizing and implementing the Bus Rapid Transit (BRT) Scheme, a revolutionary step that transformed public transportation in Lagos and has since been adopted in other Nigerian cities. He also laid the groundwork for the creation of the Lagos State Traffic Management Authority (LASTMA), which continues to play a critical role in maintaining order on Lagos roads and creating employment for thousands.
When Governor Babatunde Raji Fashola, SAN, assumed office in 2007, Dr. Banire’s sterling performance and reputation for diligence made him an obvious choice for continued service. He was appointed Commissioner for the Environment, where he led an ambitious tree-planting campaign that saw over three million trees planted across the state, a visionary move that positioned Lagos as a forerunner in environmental sustainability and climate resilience.
Under his stewardship, environmental governance in Lagos took a decisive turn, earning him commendations from within and outside government circles.
*Returning to His First Love*
After more than a decade of meritorious service in government, Dr. Banire returned to his first love, the law. As the Principal Partner of M.A. Banire & Associates, he has continued to distinguish himself in legal practice in Nigeria’s legal community, handling complex, high-profile cases and mentoring a new generation of lawyers.
An accomplished Senior Advocate of Nigeria, SAN, prolific author, and teacher of law, Dr. Banire remains deeply engaged in public discourse, particularly in the areas of governance reform, justice delivery, and political ethics.
